Should I replace the bulb or the complete fog light assembly?

If the housing and lens are intact, have the bulb, socket and power supply checked first; a failed bulb may not require a new assembly. A cracked lens, broken mounting tab or damaged housing may require assembly replacement. Fix the source of water entry rather than replacing only a wet bulb.

Does the VW CC five-piece grille and fog light cover set include working fog lights?

Do not assume the five-piece count includes lamps. Review the package list to distinguish grille inserts and covers from light assemblies. If you are adding fog lights rather than replacing trim, also confirm whether lamps, wiring, mounting hardware and a compatible switch are needed.

Can I replace just one fog light, or should I buy a pair?

One replacement may be enough if the opposite lamp works properly and has an intact lens and housing. Match the replacement’s lighting type and specifications to the existing lamp. Choose a pair if both are damaged, and check the package quantity because a single-side listing includes only that side.
